Paul Collier is the Professor of Economics and Public Policy at the Oxford Blavatnik School of Government. He is the author of The Bottom Billion, which won the Lionel Gelber Prize and the Arthur Ross Prize awarded by the Council on Foreign Relations, The Plundered Planet, Exodus and Refuge (with Alexander Betts). Collier has served as Director of the Research Department of the World Bank, and consults with the German and many other governments around the world.

Instruktiv und luzide klingt, was Collier zum Niedergang des Sozialismus in den "WEIRD"-Staaten (Western, Educated, Industrial, Rich, Developed) zu sagen hat: Das kommunitäre Miteinander, das über ein dicht gewobenes Netze an Rechten und Pflichten alle eingebunden hat, hat einer staatlichen Verteilmaschinerie für Wohlfahrt Platz gemacht. Das hat in den Menschen die Würde verletzt, dafür die Wut genährt.Solange der Autor sich auf "sphärischer Flughöhe" befindet, überzeugen auch seine Ideen für eine Neubelebung der Linken: Wenn er statt des herrschenden Paternalismus einen "Maternalismus" einfordert, der die BürgerInnen ebenso fordert wie er sie fördert. Wenn er sich - horribile dictu! - für einen konstruktiven "Patriotismus" ausspricht, in dem schlicht der geteilte Lebensraum zum Identitätsstifter werden darf für Gesellschaften, die immer diverser werden.Sobald sich Collier in die Niederungen praktischer Politikvorschläge begibt, lässt er mich skeptisch zurück. Gegenüber Familien (Zusammenbleiben!) und Firmen ("ethische Bürger" in den Aufsichtsrat!) versandet seine Analyse zum zahnlosen moralischen Appell. Die Idee, Metropolen zusätzlich zu besteuern, scheint mir fragwürdig; da wäre eine stärkere Progression bei der Einkommenssteuer noch naheliegender. Die Idee, mit den zusätzlich eingehobenen Mitteln in "broken cities" Gewerbeparks und Cluster zu fördern, ist vielfach umgesetzt (und nur fallweise erfolgreich).Fazit: Eine Sonntagsrede zur Revitalisierung der Linken, die immerhin in der Grundanalyse anregend ist!
